Should I build a SaaS for a tiny niche (under 1,000 people)?

Verdict: Depends
Depends. A SaaS for fewer than 1,000 people works only if (a) you can reach all of them personally and (b) the niche pays $50/month or more. Below either threshold, the math does not close.
The reasoning
The dream-100 math for a 1,000-person niche is simple: at $50/month, full penetration is $600,000 ARR. Cut for realistic penetration (5-15%) and the ceiling is $30,000 to $90,000 ARR. That is a working solo-founder business, not a venture-backable one.
The constraint is reachability, not size. If you can name 100 of the 1,000 people by hand, the path is direct outreach plus referrals. If you cannot, you are in a small market that still requires paid acquisition — which usually does not pencil out under $50 ARPU.
Niches that pay well per seat (specialized professional tools, compliance, vertical workflows) tolerate small TAMs. Niches with consumer-style price tolerance (creators, hobbyists) do not.
Pre-revenue: pre-sell to 10 named people in the niche before writing any code. If 10 named people will not pay a $1 deposit, the niche is too small or too misread, and no amount of SaaS will fix that.
When the verdict flips
- Flip to YES if you can name 100+ of the 1,000 and the average willingness-to-pay is $50/month+.
- Flip to NO if the niche pays consumer-style prices ($10/month or less) or you cannot reach the dream-100 without paid acquisition.
What to do instead
- Build the same workflow as a paid service or premium consulting offer first; convert it to SaaS once you have 5-10 paying clients.
- Move adjacent — find the 10,000-person niche where the same workflow problem exists with a wider audience.
